Because local government should work for the people who live here — not the other way around.
Who Ken Is
Ken didn’t set out to become “the accountability guy.” Like most people, he was just trying to raise a family, run a business, and trust that local government was doing what it said it would do.
For Ken, that moment came from watching local government up close and realizing something fundamental: accountability isn’t a given — it has to be insisted on, protected, and proven in the day‑to‑day work. He saw residents disengage not because they didn’t care, but because tracking what actually happened felt impossible. The gap between campaign promises and delivered results kept growing. And nobody was connecting the dots.
Why He Started This Work
Most people don’t set out to become civically engaged. It just happens — one meeting, one issue, one moment when you realize someone has to step up.
Ken built Accountability Begins at Home PAC to close the gap between what leaders say and what leaders do — not with outrage, but with information, clarity, and consistency.
How He Shows Up
Civic Roles
- Charter Commissioner: Appointed by the Chief Judge of the 10th Judicial District to help protect and strengthen the city charter — the local constitution that defines how power is used and limited.
- Former Safety Commissioner: Served on the Safety Commission, working to ensure public safety resources match community needs. Public safety isn’t a talking point; it’s a basic obligation.
- Hoover Elementary PTO Vice President: Advocating for students, teachers, and families where his daughter Harlow attends. Strong schools require parents who show up and do the work.
Coaching & Mentorship
- Youth Basketball Coach: Coaches AAU boys basketball for the Minnesota Heat, mentoring young athletes in leadership, discipline, and teamwork.
- Still Hooping: When he’s not at a commission meeting, coaching, or helping a family navigate an insurance claim, you’ll find him on a court somewhere in the Twin Cities — men’s leagues, pickup games, still competing, still showing up.
Business & Community Leadership
- Small Business Owner: Founder and principal adjuster of NorthStar Claims Consulting, a licensed independent adjusting firm serving Minnesota and the Upper Midwest.
- Chamber Engagement: Active member of the Anoka Area Chamber of Commerce, MetroNorth Chamber of Commerce, and the Black Chamber of Commerce of Minnesota.
- Better Business Bureau: NorthStar Claims Consulting maintains an A+ BBB rating — a reflection of integrity, transparency, and follow-through.
Professional Background
NorthStar Claims Consulting
Ken knows what accountability looks like — because his business depends on it every single day. NorthStar Claims Consulting provides field and desk adjusting for property insurance carriers, with thousands of files handled and carrier‑compliant reporting delivered on time.
HomeShield by NorthStar
Through HomeShield by NorthStar, Ken built a proactive membership program offering annual inspections, pre‑loss documentation, and storm support for Minnesota homeowners and property owners. The goal is simple: fewer surprises, better documentation, and faster recovery when something goes wrong.
The same skills that keep insurance claims on track — documentation, timelines, clear expectations, and measurable outcomes — are the skills Ken brings to tracking local government promises and performance.
Beyond the Résumé
Family
Ken lives in Coon Rapids with his fiancée, Heidi Breeggemann, and their blended family — his daughter Harlow and Heidi’s son Nolan. Home is the starting point for everything he believes about accountability.
Heidi is a fellow small business owner who has run her business in Willow River, Minnesota, for over 20 years, which includes The Happy Painter. She knows what it means to build something from the ground up and be accountable to customers every single day.
Still Competing
Basketball has been part of Ken’s life for decades — and he’s not done yet. Men’s leagues, pickup games, coaching youth: it’s all part of the same mindset. Show up. Do the work. Don’t quit because it’s hard.
ABAH Accountability Lens
What ABAH Exists to Do
- Track promises vs. results: Not just what’s said at the dais, but what actually gets done.
- Translate government into plain English: So residents don’t need a law degree to follow along.
- Document the trail: Agendas, minutes, votes, and follow-up — all connected in one place.
- Center residents, not insiders: The standard is simple: does this decision serve the people who live here?
Core Principles
- Talk ≠ Action: Words mean nothing without follow-through. We track what’s promised and what’s delivered — because residents deserve results, not excuses.
- Promises ≠ Results: Press releases don’t fix roads. Campaign speeches don’t improve schools. Only action matters.
- Accountability ≠ Optional: Local government works for us. When transparency disappears or results don’t match rhetoric, it has to be called out.
Show up prepared. Tell the truth. Put it in writing. Follow through. Report back.
